The footage of Tacoma police officer Chris Munn facing an armed suspect shows what effective firearms training looks like when the situation stops being controlled, predictable or safe.

Thousands of viewers focused on Munn’s composure. He arrives near an active gunman, retrieves his rifle, identifies the threat, takes a stable position and fires a single deliberate shot at a reported distance of 183 yards.

There is no frantic movement. No uncontrolled burst of fire. No premature engagement of a person whose identity has not yet been confirmed.

That calm was not instinct. It was trained.

What the video shows

The body-worn camera footage starts as Munn approaches the area in his patrol vehicle. He exits, moves to the rear of the vehicle and retrieves his rifle from its storage position.

Several details stand out:

  • He does not rush blindly towards the gunfire.
  • He uses the police vehicle as cover.
  • His weapon handling remains controlled.
  • He establishes a firing position rather than shooting during movement.
  • He continues assessing the person ahead before engaging.
  • After firing, he maintains observation and does not advance without support.

The visible actions are simple. Their execution under incoming fire is not.

The article accompanying the footage explains what happened inside that apparently calm sequence. Munn had been listening to radio traffic, building a picture of the incident and forecasting what he might face before arriving.

He had already accepted that the incident was likely to end in a gunfight.

That mental preparation mattered.

When a person appeared, Munn did not immediately fire. He watched until he could identify the rail of a rifle and what appeared to be a magazine change. Only after confirming the weapon and threat did he engage.

This distinction matters. Firearms training cannot stop at teaching officers how to shoot. It must teach them when to shoot, when to wait and how to keep processing information under pressure.

Calm is a performance outcome

Organisations sometimes treat composure as a personal characteristic. Some officers are described as naturally calm, decisive or resilient.

That explanation is convenient. It is also incomplete.

Munn had served in the US Navy, worked as a deputy sheriff and later joined the Tacoma Police Department. As a SWAT officer, he received up to 400 hours of training each year.

That volume created a deep reserve of experience.

Under stress, performance degrades. Fine motor control suffers. Attention narrows. Communication becomes harder. Officers can fixate on one threat and miss changes elsewhere.

Munn’s own advice reflects this:

Train yourself to a high level. Since there will be a degradation of skills when they are transferred to street application, you want a high-quality reservoir of skills to draw from.

Training raises the starting point. When stress strips away part of an officer’s capability, enough remains to support sound action.

Forecasting turns reaction into preparation

One of the strongest lessons from the incident is Munn’s use of forecasting.

During his approach, he mentally rehearsed what might happen. He considered the available information, the suspect’s behaviour, the presence of firearms and the likely direction of escape.

This was not prediction in the sense of knowing exactly what would happen. It was structured preparation.

An officer approaching a high-risk call can mentally rehearse several immediate problems:

  • Where could the threat appear?
  • Which positions offer cover?
  • Where are other officers?
  • Which directions contain civilians?
  • What equipment may be required?
  • What would justify action?
  • What could be mistaken for a threat?

Mental rehearsal reduces the number of entirely new decisions that must be made once the incident begins.

The officer still has to assess the live situation. The difference is that the mind has already visited several versions of it.

Stress inoculation must include decisions

Stress inoculation is sometimes reduced to noise, shouting, physical exertion and time pressure. These elements create arousal, but stress alone does not produce useful learning.

The trainee needs a decision to make.

Good firearms training forces the officer to observe, interpret and select an action while stress competes for attention. It includes unclear information, distractions, civilians, delayed threats and situations where restraint is the correct response.

Research into virtual shoot or no-shoot training supports this approach. Decision performance depends on perception, memory, emotional control, working memory and the ability to suppress an unjustified response. Training that repeatedly rewards firing can create the wrong behaviour in ambiguous encounters.

A strong scenario therefore tests several things at once:

  • Threat recognition
  • Tactical positioning
  • Communication
  • Weapon handling
  • Use of cover
  • Decision timing
  • Restraint
  • Post-engagement control

Accuracy remains important. It is only one part of the result.

Repetition builds capacity

No training system can recreate the full consequence of a real armed encounter. It can create repeated exposure to the decisions that sit inside one.

Live exercises remain essential, but they are expensive, labour-intensive and difficult to repeat at scale. Video and immersive simulation allow officers to practise variations of the same tactical problem without consuming ammunition or tying up large training areas.

The value comes from controlled repetition.

An instructor can alter:

  • The suspect’s actions
  • The position of civilians
  • The direction of travel
  • Available cover
  • Lighting and visibility
  • Verbal compliance
  • Weapon presentation
  • The timing of backup
  • The outcome following each officer decision

The trainee cannot rely on remembering a fixed script. They must read the scene.

The objective is not to generate a larger performance spreadsheet. It is to help officers recognise their own behaviour before the same pattern appears during a real incident.

Training must prepare officers to hold fire

One of the most important moments in Munn’s account happens before the shot.

He saw a man but could not immediately confirm that he was the attacker. He waited. He watched. He identified the rifle.

That restraint deserves as much attention as the shot itself.

Poor scenario design can teach officers to expect every exercise to end in gunfire. Trainees then learn that drawing and shooting is the route to success.

Operational encounters do not work that way.

Training must include:

  • People carrying harmless objects
  • Armed individuals who surrender
  • Conflicting witness information
  • Civilians moving unexpectedly
  • Threats obscured by vehicles or buildings
  • Situations resolved through communication
  • Scenarios where firing produces a failed outcome

Research recommends ambiguous stimuli, mixed threat cues, branching consequences and after-action review as core parts of shoot or no-shoot training.

The ability to fire accurately matters. The ability to decide not to fire matters just as much.

The real lesson from Chris Munn

The footage captures less than a minute of decisive action. The performance behind it took years to build.

Munn arrived with technical firearms skill, area knowledge, communication discipline, mental rehearsal and repeated exposure to high-risk tactics. Those elements came together when the incident demanded them.

Police and military organisations cannot promise that every officer will respond identically under fire. They can give officers a stronger base.

Train the decision. Train the movement. Train the communication. Add pressure. Change the outcome. Review the evidence. Repeat it until sound action remains available when fear, noise and uncertainty begin removing everything else.

Calm under fire does not start when the shots are fired.

It starts during training.
