Beta scope and governance

Evaluate the capability without confusing it with operational automation

External reports are observations, not confirmed facts. Each retains its source and confidence, and a human operator decides whether to promote it into a scenario item, simulation inject or evidence reference.

JANUS does not automatically trigger operational action. Beta demonstrations should test the planning workflow, data model, user roles and assurance requirements before any deployment decision.
